8,3-km-long dike reinforcement an extreme challenge
Dike reinforcement at Spui East took place within the context of the HWBP (high water protection) programme. The unique aspects of the project were the preservation of housing, port operations and working with innovative constructive solutions. It is extremely challenging to complete this in town centres while simultaneously adapting cables and piping that keep on functioning Cables and piping may not be affected throughout the course of the project, while new requirements such as 50-year certainty under the Water Act and safety conditions apply. Working by order of CPB (Combinatie Ploegman/Van den Biggelaar) we took responsibility for cable and piping coordination in the design and construction phase. Customer Hollandse Delta water board asked us to translate the impossibilities emerging from the planning phase into feasible solutions. Besides these activities we also provided support and advisory services to the contractor.
Activities
During the project we offered support with inventories of cables and piping with the identification of shared areas and interaction with the construction phasing and end situation. The cable and piping scope was detailed in a chance and risk profile with cost control. Technical solutions and a working method were coordinated and agreed with cable and piping managers and executing parties VTA and POS process (both CP. cat. II and CP. cat. III activities). The project was guided and supervised during the work (including the CROW publication 250/308 aspects). The project was approached in an integral and process-related manner and verified according to the SCB (system-specific contract control). Verification is in conformity with NEN 3650/3651, with project verification in conformity with the new Water Act.
All communication and correspondence for/on behalf of the CPB for cables and piping was taken care of, while we offered technical process and legal support with cable and piping issues. Finally, support was offered to Hollandse Delta water board for cables and piping 1&2 (RWS arrangement).
